Strandberg Associates writes, amends and certifies Spill Prevention, Containmnet and Countermeasures, SPCC, Plans. The process includes a site walk and STI tank inspections. During the site walk the location of tanks, storm drains, pumps and piping, spill kits and discrepancies are noted. Returning to  the office, the plan is written using the regulatory format.  The source list is made. The layout map is drawn. The contact lists and notification report forms are written. The spill scenario is calculated and plotted using Goggle  Earth. The flow path and time to reach navigable waters is calcullated with and without rain. The calculation is done for the contents of the tanks, which are usually gasoline, diesel and motor oil. the body of the report includes methods that the client will use to contain  and clean up the spill, tank inspection methods and frequencies, training frequencies, rain water management and  other items particular to the site. Once the plan is written, it is reviewed by the client. If thare are any procedures listed in the plan which are unacceptable to the client, they are amended to an acceptable method and reviewed to assure that they meet the requirement of the regulation. Once all parties agree on the plan, it is certified and sent to the CUPA.  Strandberg Associates can also file the plan  electronically via the California Environmmental Reporting System, CERS.
